Walter I.M. Hodge Pavilion offers 248 newly renovated homes for low-income households in Frederiksted, St. Croix, USVI.

All renovated apartments feature new windows, doors, appliances, fixtures, LVT and ceramic tile flooring, cabinets, ceiling fans, LED lighting, and fresh paint. Each unit includes low-water usage kitchen and bath fixtures, a highly efficient electric water heater, and stainless-steel EnergyStar appliances. The new building façades incorporate hurricane-wind resistant windows-louver systems, doors, and storefront, and additional protection systems have been installed, including new roofs and enclosed stairwells to protect against wind and wind-driven rain. New plumbing and electrical systems lower the development’s carbon footprint.

Site beautification measures include landscaping and redesigned pedestrian walkways, seating areas, and recreational facilities. Additionally, energy efficiency improvements include new water supply and waste lines, site lighting, and energy resiliency upgrades, including emergency back-up generators, to enhance storm resistance. The site also includes a new playground, new senior center, upgraded basketball courts, and a renovated community garden with planting boxes.

The Virgin Islands Housing Authority (VIHA) is implementing a robust resident wellness and empowerment program called Bright Path and the development team has secured long-term funding to support additional educational opportunities, job placement, and the physical and social health of the residents.
